Strengthening rehabilitation services at health system level

Abstract

Disability is defined as a negative interaction of health conditions (disease/syndrome) of person with their environment. According to this definition, disability is not an attribute of persons. Disability is not only due to congenital or genetic disposition or injury, but also due to chronic health conditions (diabetes, chronic pain), severe diseases (e.g. cancer, stroke, cancer survivor, and diabetes), and infectious diseases (e.g. COVID-19, HIV). The paradigm shift of health conditions have changed (from communicable (infectious diseases) to noncommunicable diseases) in the last decades. The change tends to increase and lead to the increase of number of people with disability worldwide in the future. Meanwhile, disability is not only human rights and public health issues, but also development issue. Therefore managing people with disability is responsibility of society from individual level to government level.

Rehabilitation can be defined as a set of health interventions to improve functioning, quality of life and participation in society. At macro level, rehabilitation is one of health strategies, in line with prevention, curative, supportive and palliative. However, implementation of rehabilitation service worldwide has not been optimum. In many countries, particularly in low- and middle-income countries, good quality rehabilitation services are lacking. In developed countries, the rehabilitation services need to be improved, too. Therefore, strengthening rehabilitation at health system level has become worldwide agenda.
