Vacuum tube rectifier and voltage regulator
This is the Teletype REC-30 which provides AC and regulated DC power to the Model 19 for both the "local" loop and to operate the tape punch, which requires quite a bit of current, thus the big Western Electric 323B mercury/argon thyratron tubes. The brightness of the glow inside them is proportional to the current flowing through them, which is why they get bright when a key is pressed, activating the big electromagnet that punches the holes in the paper tape. The orange glow is from a neon lamp which is used as a voltage reference for the regulation circuit, so that you get about 120 VDC output regardless of the load.
