'Reducing UPSC attempts is not an elitist idea, it is the need of the hour', says ex-RBI governor

Civil service reforms are a much debated issue. In this interview, former RBI governor and IAS officer Duvvuri Subbarao suggests that number of UPSC attempts need to be reduced despite political resistance, and there should be a two-tier recruitment into the IAS.
