Disney and Holland America Crews Targeted in Federal CSAM Sweep

28 crew members detained. 27 confirmed involvement with child sexual abuse material.

Between April 23 and April 27, 2026, U.S. Customs and Border Protection (CBP) and Homeland Security Investigations (HSI) boarded multiple cruise ships at the Port of San Diego - including the Disney Magic and Holland America's MV Zandaam — as part of "Operation Tidal Wave," a federal Child Sexual Abuse Material (CSAM) enforcement action. The operation was based on information received from the National Center for Missing and Exploited Children.
A total of 28 crew members were detained: 26 from the Philippines, one from Portugal, and one from Indonesia.
According to CBP, 27 of the 28 were confirmed to be involved in the receipt, possession, transportation, distribution, or viewing of child sexual abuse material. All had their visas revoked and were returned to their countries of citizenship.
In a statement, Disney Cruise Line said it has "a zero tolerance policy for this type of behavior" and fully cooperated with law enforcement, adding that the majority of those detained were not Disney employees and that the Disney crew involved were no longer with the company.
Holland America said it was a law enforcement matter and referred all questions to CBP.
