Urban management services such as trash disposal, street cleanliness, and infrastructure maintenance have the characteristics of public goods. They benefit not only individuals but also the entire community, creating positive externalities through cleaner and safer public spaces.

However, because the costs and benefits are often distributed among different actors, these services tend to be underprovided by market forces alone. As a result, environmental and safety issues can remain unresolved despite continuous urban development.

[Cause of Safety Issues and Urban Development Problems]
: Elite Barrier

Urban revitalization policies are often evaluated through visible outcomes such as visitor numbers, commercial activity, and cultural events. In contrast, everyday concerns such as waste management and street safety receive far less attention.

From the perspective of Elite Barrier, decision-makers tend to prioritize issues that generate political support or economic returns. Consequently, problems that directly affect citizens’ daily lives may be pushed down the policy agenda and remain neglected for long periods.

[My Policy Suggestions]

1. Function of Civil Society

Urban revitalization should not be limited to consumption and festivals. Citizens should play a central role in creating a new form of revitalization.

Local governments and festival organizers should include at least one environmental activity, such as a plogging event or eco-run, in every publicly funded community festival. In addition, student organizations and local resident groups, such as Eagle Guard, could conduct regular neighborhood monitoring and report illegal dumping, damaged facilities, and safety hazards.

By involving citizens directly in environmental management, these policies can improve public spaces while strengthening community engagement and responsibility.

2. Governance & Elite Barrier

Although public reporting systems such as the Safety Report Center already exist, many citizens are unaware of them or find them inconvenient to use. Local governments should install QR codes at major streets, parks, and festival sites so residents can easily report environmental and safety problems through their mobile devices.

Furthermore, urban revitalization projects should be evaluated not only by economic indicators but also by public indicators such as street cleanliness, the number of safety complaints, and citizen satisfaction surveys.

These measures would make it more difficult for decision-makers to ignore everyday concerns. Citizens would become not only users of the city but also active monitors and evaluators of urban governance, leading to more sustainable and inclusive urban development.
