Why Every Master Plan Should Have Blank Spaces #masterplan

When Singapore's urban planners helped design an Indian city's master plan, they gave advice nobody expected.
"Every now and then, mark a space as white space. And just leave it."
Leave it? Why?
"Because cities will make demands of you that you cannot predict. And when that day comes, you won't have the land."
That one insight cuts to the heart of everything wrong with how India plans its cities. We build master plans as if we have perfect foresight — as if we know exactly what a city will need 30 years from now. But we don't even know what we'll need in the next few months.
The alternative? Incremental planning. Loose frameworks. Observe, learn, adjust, build a little more. Leave room for chance.
Instead, India is deterministic first — then retrospective when things go wrong. We decide everything upfront, watch it fail, and then try to fix it backwards.
The white space wasn't just about land. It was about humility.
"What is the space left for chance?"
