The Government of Pakistan has started verification through the cellphone number of the electricity meter owner using QR codes on electricity bills mainly for the “Cross Subsidy Program” and targeted subsidy reforms in the power sector.
The core objectives are:
Verification of Actual Consumer Identity
Many electricity connections are registered in the name of deceased persons, previous owners, tenants, or relatives. By scanning the QR code and verifying through a mobile number, the authorities can identify:
Actual current user of the meter
CNIC-linked beneficiary
Household eligibility status
Targeted Subsidy Distribution
The government wants subsidies to reach only deserving domestic consumers instead of blanket subsidies.
Through verification, they can:
