These states are determined by the following criteria: the cost of living, the crime rate, traffic, education, job opportunities, weather, and quality of living. This list is based on the criteria above and not just because they're an over-all ugly state. None of the 50 states are ugly states, as they each hold something unique to them. But, some of them are just "ugly" states to live in.
