Operation Shield Begins May 31: What India’s Next Homeland Drill Looks Like

Operation Shield, the second nationwide Civil Defence exercise, will be conducted on May 31, 2025, starting at 5:00 PM, across India’s border-sensitive states including Punjab, Jammu & Kashmir, Gujarat, Haryana, and Rajasthan. Initiated by the Civil Defence Directorate, this large-scale drill is a direct follow-up to Operation Sindoor and aims to simulate aerial attacks involving aircraft, drones, and missiles. The exercise will include blackout enforcement, evacuation drills, mass casualty management, and hotline activation between the Indian Air Force and Civil Defence Control Rooms. Civil Defence volunteers, youth organisations like the NCC, NSS, NYKS, and Bharat Scouts & Guides, along with Border Wing Home Guards, will participate in coordination with local administrations. Postponed from May 29 due to administrative reasons, the drill gains added urgency after the April 22 terrorist attack in Pahalgam, which claimed 26 lives. Officials say monthly drills will now follow in border regions, with Operation Shield forming a vital part of India’s homeland security strategy and civil-military preparedness.
