Twin Peaks - The Return Ep 17 Jumping Man Slowed Down

Watching this episode last night I noticed some really, really sped up speech as the jumping man was running down the stairs.
I slowed it down, and this was the result.

This all happens after the showdown in the Sheriff's station, and Cooper, Diane and Gordon go to the basement of the Great Northern. Cooper enters the door and finds MIKE inside, and they walk for who knows how long, eventually going up the staircase above the convenience store to The Dutchman's.
The jumping man runs down in a massive burst of electricity, and as he's running there's some extremely sped up speech. This clip occurs at 39:19 on the Blu Ray.

For the slowed down section, I've reduced the video and audio to 1/10th of the original speed. The audio used was the centre channel of the 5.1 soundtrack only, as the speech was only in the centre channel, so isolating this made it easier to understand.
I've also put a very steep low cut filter at 200 Hz in the slowed down audio, this filters out a lot of extraneous sound that has been emphasised by the slowdown. Other than the slowdown and the low cut filter there has been no manipulation of audio.
Also, the backwards speech are the same lines as the forwards speech.

I don't know if this was just any old audio manipulated for a weird sounding effect or what - I hear "Back away here Michael...Mi-back, back away...back, back, keep going back...'til it gets darker and darker" in a voice not dissimilar to David Lynch's. And the reversed lines are just those same lines reversed.
