Curiosity peaks as to not just what kind of message she brings, but who she is, what her role is among the regime's elites.

An unexpected announcement came from North Korea on Wednesday that Kim Yo-jong, the sister of North Korean leader Kim Jong-un, would be visiting South Korea to attend the opening ceremony of the Winter Games.
This is significant in that it marks the first time a direct member of the Kim family is setting foot on South Korean soil.
Her parents are late leader Kim Jong-il and his late wife Ko Yong-hui,... and her brothers are Kim Jong-chul and current North Korean leader Kim Jong-un. She is Kim Jong-un's only sister,... and unlike the leader's brothers, who were pushed out from Pyongyang's political scene, she has been promoted through the ranks at a lightning speed.
Kim Yo-jong is known to have close rapport with her brother Kim Jong-un, as they studied in Switzerland together as kids. She first received media attention at the funeral service for Kim Jong-il in 2011. In 2015, she was named head of the Workers' Party's Propaganda and Agitation Department, and just two years later, was made a member of the decision-making political bureau of the ruling party's central committee.
According to 38 North, Kim Yo-jong's political rise has been the subject of much speculation since Kim Jong-un took office in 2011. On top of the technical and administrative tasks she's reportedly handled over the years, her growing involvement in politics indicates she's become somewhat of a leading image maker for Kim Jong-un and the regime as a whole.
Kim Yo-jong's role has been compared to that of Ivanka Trump or Sarah Huckabee Sanders, the White House Press Secretary.

"Kim Yo-jong's presence at the Games is a very positive sign because it means Kim Jong-un is taking a proactive stance towards the Olympics, South-North relations, and North Korea-U.S. relations. He also wants to convey to the South and the international community that the regime can be flexible."

The expert speculates that the regime probably waited to see which delegates were coming from the U.S., as well as Washington's attitude towards Pyongyang, before deciding to send Kim Yo-jong.
