Cap your Firebase spending #3: Storing our previous spending amount

In part 3 of our series on setting an automated cap on spending, Todd creates a private document in Cloud Firestore to store previous billing reports from his billing PubSub topic. Then he can use that information to compare his costs to previous amounts and only send Slack messages when those costs go up by a significant amount.
