Making a Moody Long Exposure Fine Art Photograph

This is how I make an ethereal moody long exposure fine art photograph. I've had this photo in mind for a couple of months and when the weather turned moody I went down to the Infinite Bridge in Aarhus, Denmark to get the photo. In this tutorial, I will share both my settings, thoughts on composition, and why I edited the way I did.
