How I resolved dying dead low not charging battery on my Troy Bilt Horse 809 Riding Mower Garden Tractor. You need to investigate the battery cables for corrosion. The end points on the cables might be crusty or corroded as well. You can either replace the cables or replace the ends of the cables. Works perfectly now. Battery is charging normally.

Probably similar on many different battery started items like lawn mowers riding mower tractor of many makes and models.
