Ybor City shooting: Victim speaks out after 18 hurt, 2 killed in Tampa | LiveNOW from FOX

Tampa Police detectives arrested 22-year-old Tyrell Stephen Phillips for the fatal shootings that left 18 people injured and two others killed in Ybor City. Police charged Phillips with second-degree murder on Sunday. A victim as young as 14-years-old died after being shot. People had gathered in the area to celebrate Halloween. According to police, the shooting take place shortly after 3:00 A.M. on Sunday. Tampa police say an argument between two groups ended in gunfire.
