MOFA Briefing
Spokesperson: Mao Ning
Date: 22 November 2023
Duration: 04 min 06 sec

1. North Korea said on Wednesday it has placed a spy satellite into orbit. The U.S. and other countries condemned the action saying it violated the UN Security Council resolution. Any comment?

We noted the DPRK’s announcement of its satellite launch and the response of all parties. The situation on the Korean Peninsula has come to where it stands today for a reason. It is in the interests of all regional countries to ensure the peace and stability on the peninsula and promote a political settlement on the issue. We hope all parties can keep calm and exercise restraint, stick to the direction of political settlements, follow the dual-track approach and principle of phased and synchronized steps and address each other’s legitimate concerns in a balanced way through meaningful dialogue. China will continue to play a constructive role in promoting the political settlement on the peninsular issue.

2. South Korea said it will partially suspend an inter-Korean agreement Wednesday to restart frontline aerial surveillance of North Korea after the North announced the launch. Any comment?

We noted the report. The current situation on the Korean Peninsula is complex and sensitive. All parties should keep calm and exercise restraint, face squarely the crux of the issue, stick to the direction of a political settlement, and do something conducive to easing tensions, resuming dialogue and improving ties.

3. Has North Korea notified China of its launch, and does it concern China?

I have made clear our position on DPRK’s satellite launch. The DPRK has in fact released official information on several of its launches. Regarding the specific situation you asked about, I have no information at the moment.

4. Hamas and Israel reached a four-day ceasefire agreement. What’s your comment?

Since the outbreak of the Palestinian-Israeli conflict, China has been calling for a ceasefire and cessation of hostility and working relentlessly to promote the de-escalation of the situation, protect civilians and provide humanitarian assistance.
We welcome the provisional truce reached by the parties concerned and hope it will help to alleviate the humanitarian crisis, de-escalate the conflict and ease tensions.

5. We noted that French Minister for Europe and Foreign Affairs Catherine Colonna will visit China from November 23 to 24 and hold the 6th meeting of the China-France high-level dialogue mechanism on people-to-people exchanges. Can China further introduce the arrangements for this visit? How does China evaluate the current China-France relations and what are its expectations for this visit? (Questions 5 and 6 are the same)

This is Foreign Minister Colonna's first visit to China since she took the post, and one of the important agendas is to hold the 6th meeting of the China-France high-level dialogue mechanism on people-to-people exchanges with Foreign Minister Wang Yi. This will be the first meeting under the people-to-people and cultural exchange mechanism between China and European countries in recent years.
China looks forward to working with France to have in-depth exchanges on bilateral relations, especially cooperation in the people-to-people fields such as education, culture, science and technology, health, and sports, to promote mutual learning among civilizations, enhance people-to-people bonds, and promote new development of China-France relations.
