First, we will extract records where the Department is Finance. This is done with the FILTER function like this. The first argument is the array that contains values, in this case, select the entire table. The second argument is the include, you can define the criteria here. The Department's names in Column B should be equal to finance.

Now we have to extract just the first 3 values from the array returned by the FILTER function. Type TAKE, then add the first argument, the filtered data set.
In the second argument, we'll dynamically determine the number of elements to extract based on user input, which will be provided in cell G3.
Press Enter the get the result. Finally, sum up the filtered records.
