Biden gaffe: billions of gallons, dollars or tons?

Joe Biden had a horrible night at the 9/4/2019 climate town hall last night. He claimed in one fumbling sentence that that Obama administration appliance efficiency rules saved "billions of gallons of gasoline" "500 billion dollars" or "two point something billion metric tons of CO2 going in the air." Unfortunately for him, total annual global CO2 production in 2015 was about 10 billion tons, with the US share under 2 billion tons. In other words, he claimed that efficient appliances eliminated all US carbon production.
