There are several versions of why a diesel locomotive was built on wheels.

According to the second version, it was required to build a hybrid truck by order of the Ministry of Defense. They managed to build it, but it never went due to problems with the steering mechanism.
However, there is also a hypothesis that the train was supposed to serve as a mobile power plant, generating power equal to several trucks.
Due to certain shortcomings and lack of funding for their elimination, the existing apparatus has never found application, and now the wheeled locomotive is an exhibit of the museum.
