A quirky mechanic revealed by Heavy Scorpions (AoE2)

Heavy Scorpions have 55 HP in the June patch. Bombard cannons have 40+20 attack. So why do Heavy Scorpions survive a bombard cannon attack every time? Even mangonels seem inconsistent in whether or not they can destroy heavy scorpions now. Let's get to the bottom of this.
