1. INTRODUCTION
The Federal Emergency Management Agency’s (FEMA) mission is to support our citizens and first responders to ensure that as a nation we work together to build, sustain, and improve our capability to prepare for, protect against, respond to, recover from, and mitigate all hazards. To successfully accomplish this mission, FEMA is responsible for the accurate and efficient routing and processing of fluctuating call volume. FEMA’s Recovery Service Centers (RSCs) accepts calls and enters information into FEMA’s National Emergency Management Information System (NEMIS) and other FEMA-approved databases as required. The scope of a Presidentially Declared Emergency can range from natural disasters, humanitarian support, infectious disease events and/or any other assistance that may be provided under the Robert T. Stafford Disaster Relief and Emergency Assistance Act. 2. PURPOSE It is impossible for FEMA to retain a Full time equivalent (FTE) staff of call agents in adequate numbers to handle the potential surges when call volume increases as a result of severe and catastrophic disaster events, humanitarian events, or special campaign events. FEMA requires the Contractor to provide on-site personnel to serve as call agents to support caller services and to provide data entry when events exceed FEMA’s resource capabilities during these events. 3. CONTRACTOR RESPONSIBILITIES Temporary caller services may be located onsite at three (3) fixed Government-furnished facilities located in Denton, Texas (TXRSC); Hyattsville, Maryland (MDRSC); and Winchester, Virginia (VARSC). It is possible services could expand to other facilities located in Pasadena, CA, Baton Rouge, LA, Puerto Rico, and other sites designated by FEMA. a. Staffing Levels Contractor personnel shall be adjudicated through FEMA’s Personnel Security Division (PSD) and trained/qualified by FEMAs Individual Assistance (IA) Division, Cadre Management and Training Branch to perform the objectives and outcomes as listed below throughout the contract lifecycle. Upon award of the contract, the Contractor shall develop a fingerprint schedule with FEMA. The Contractor shall ensure that a sufficient number of personnel will be fingerprinted, and favorably adjudicated, to meet FEMA’s staffing requirements. Fingerprinting shall begin within 24 hours of award. All personnel requiring fingerprinting shall be completed on the following scale: 25% day three (3), 50% day four (4), and 100% day five (5) after award. The Contractor shall ensure that the web-based automated system Electronic Questionnaires for Investigations Processing (e-QIP) is used when conducting background investigations for Federal security, suitability, fitness and credentialing purposes are completed within the PSD specified timeframe. Contractor personnel must be scheduled and start training upon notification of favorable adjudication. The Contractor shall schedule all favorably adjudicated personnel within one (1) calendar day to meet the required training and staffing requirements. Reference Sections 18 to 20 below for security process. Training classes will commence immediately after the Contractor personnel have a favorably adjudicated background investigation and a FEMA User Account has been established; reference Section 5 for training. The Contractor shall maintain the required amount of trained staff during the entire period of performance, including the replacement of Contractor personnel due to attrition.
