Can We Make it Run? Rivarossi U25C with Seized, Corroded Motor

I was sent this Rivarossi Santa Fe U25C a while back and I finally got the chance to have a look at why it didn't run. My first test concluded that the locomotive was getting power since the lights were on and my controller showed high current draw meaning the motor had to have been taking power as well. When I opened it I was surprised to find that the motor was completely seized. Upon further investigation I discovered that there was severe corrosion inside the motor.
