This video is a 'how to' regarding moving the UI elements within iRacing. Below is a part of the app.ini folder which can be found in your iRacing folder (usually in your documents).These are the only ones you have to change (from 0 to 1) and can be found in the Graphics heading.

Fofetojo commented that you can also resize the UI by pressing Ctrl and Page Up and Down. Thought I'd post it here too :)
