Stakeholder Input in the Development of Croatia’s National Agriculture and Rural Development

The agri-food sector is a key part of the economy of Croatia, which joined the European Union in 2013 as its 28th and most recent member. The sector is in transition, making the government’s strategic planning efforts critical to its future development. Stakeholder involvement has been a cornerstone of the strategic planning process, and is also mandated by EU CAP guidelines. This seminar outlines the role, strategy, and some of the results of incorporating stakeholder-based input in the development of Croatia’s National Agriculture and Rural Development Strategy (NARDS) and the new national CAP Strategic Plan.

Speakers:
David R. Lee is International Professor in the
Dyson School of Applied Economics and
Management, with a joint appointment in the
Department of Global Development. His research
and teaching focuses on agriculture, economic
development, and the environment. He has
served as a technical advisor and economic
consultant for many organizations, including the
World Bank, FAO, USAID, UNDP, the Rockefeller Foundation, and the Bill
and Melinda Gates Foundation.

Philip Van Der Celen has extensive consulting
experience with the World Bank’s Agriculture
and Food Global Practice and the FAO
Investment Centre. His work focuses on strategy
development, project design, and research on
international policy, business, and sustainable
value chain and food system development. He
has a B.A. from Ghent University and Masters
degrees from the Free University of Brussels and the School of Advanced
International Studies (SAIS) at Johns Hopkins University.

Svetlana Edmeades is a Senior Agriculture
Economist in the World Bank, with project
management experience in Latin America and
several countries in Eastern Europe including
Croatia, where she has led policy dialogue with
the Ministry of Agriculture. She holds a PhD in
Agriculture & Natural Resource Economics from
North Carolina State University and joined the
Bank as a Young Professional, having previously worked at IFPRI.

Nikša Tkalec is a Spokesperson for Croatia’s
Ministry of Agriculture at the Special Committee
on Agriculture in the European Commission in
Brussels. He led the agriculture sector dialogue
during the Croatian Presidency of the European
Union (January – June, 2020). Previously, he
served as an Assistant Minister of Agriculture for
Croatia. He holds a Masters in EU Studies from the
Centre International de Formation Europeénne (CIFE).
