Any citizen of India who have serious life threat is eligible for security from the government totally free of cost regardless of position held or office held.

Since it is the responsibility of the government to protect the life and property of its citizens, the category of security given to an individual is at the discretion of the home ministry. The threat perception is taken into account based on inputs given by the Intelligence agencies. The home ministry scrutinizes the degree of security threat and allots a category of the security to the individual.
Levels of Security in India:

SPG category is a security detail whose strength is classified (only provided to the Prime Minister of India).
Z+ category is a security detail of 55 personnel, including 10+ NSG commandos and police personnel.
Z category is a security detail of 22 personnel, including 4 or 5 NSG commandos and police personnel.
Y category is a security detail of 11 personnel, including 1 or 2 commandos and police personnel.
X category is a security detail of 2 personnel, with no commandos but only armed police personnel.

Security of Prime Minister, Former Prime Ministers and their Immediate Relatives:
Their security falls under the SPG(Special protection Group) category. Security of Prime minster and his immediate relatives comes under SPG category regardless of security threat. The Strength of security detail in SPG category is Classified.

How Security is Entitled?
If there is any threat perception to VIPs then it is the responsibility of the government to provide security.
A person facing a threat files an application at the police station nearest to his/her residence.
Then, the case is forwarded to the intelligence agencies to find out the threat posed to the person.
When the threat is confirmed, a committee comprising the Home Secretary, Director General and the Chief Secretary in the state decides which category of security is to be given to that person.
After this, the details of the person are also given to the Union Home Ministry for formal Approval.
SPG Category:

Strength of security detail is classified (only provided to the Prime Minister of India.)
The SPG (Special Protection Group), NSG (National Security Guards), ITBP (Indo-Tibetan Border Police) and CRPF (Central Reserve Police Force) are the agencies responsible for providing securities to VVIPs, VIPs, politicians, high-profile celebrities and sportspersons.
The NSG is used extensively to guard VIPs and VVIPs, especially those in the Z+ category.
Many NSG personnel are seconded to the Special Protection Group (SPG) which guards the Prime Minister.
Recently, the Centre withdrew the Special Protection Group cover of Congress leaders Sonia Gandhi, Rahul Gandhi and Priyanka Gandhi and replaced it with Z-plus cover of CRPF.
