⚠️📋 PBM Police Write-up: SACRAMENTO, CA — This is one of the MAJOR problems in policing. Because there is no way to measure a person’s level of fear, SCARED officers as you see here, get away with excessive force. Remember what excessive force means, “any force used by the police that is excessive or unnecessary towards the public is consider excessive force.” So, yes even though he didn’t get physically beaten, using your firearm in this manner is considered FORCE.

👮🏽‍♀️Joe’s Assessment: Let’s talk about what happened. You have a man of color, Ruee, gets pulled over for what the police stated was two traffic infractions — 1. tinted windows too dark and 2. no front license plate. You have two officers on scene, Officer Michael Bowman, who is in the contact position (talking to the driver.) Officer Sarah Stamburgh, the second officer, who takes the cover position (passenger side of the vehicle searching for weapons and anything illegal in the vehicle). While Officer Bowman is talking to Ruee, Bowman ask him, “can you roll down the passenger side window.” According to the conversation, Ruee rolls down the window but not all the way down. Officer Stamburgh ask Ruee to roll the window all the way down. Ruee ask, “do I have to?” She replies, “because I told you to.” Ruee then states, “I have the right to keep the window up.” Stamburgh responds with, “for my safety!” Ruee then responds, “it’s for my safety as well.”

Officer Stamburgh left her covered position on the passenger side of the vehicle, walks around to the driver side of the vehicle to stand next to Officer Bowman who continues to talk to Ruee to get his information to check Ruee’s status. Bowman then proceeds to his vehicle to check the driver’s information. Now Officer Stamburgh has positioned herself at the drivers side window. A conversation takes place between Ruee and Stamburgh. During the conversation, Ruee tells the Stamburgh that he has a registered firearm in the trunk of his car. Listen very closely (put the phone to your ear) to Officer Stamburgh explain why her fear level is so high. And at a blink of an eye, she draws her weapon and points it at Ruee’s head. Now when an officer points his/her weapon at an individual, the officer’s fear and alert level should be at THE highest. The officer should be perceiving a threat level that is so high, someone’s life is about to be lost.

Now, can any of you watching this video justify her actions? Where is the danger of life being lost? If you cannot justify this, this female officer has NO business wearing the uniform because she is WAAAAAAAY too scared to do this job!!!!
