Yes, she was, because she reminded The Doctor in his darkest times, that he was THE DOCTOR, he just had to save life, no "not the whole town" - "just someone". after all that's who he is...
One of my favourite characters in Doctor Who, I wanted to make this tribute about her for a long time, I most sincerely hope that I succeeded, I hope I honored her.
