Why does Washington State require party affiliation to be on outside of the mail-in ballots?

Why does Washington State require voters during the Presidential Primary to formally declare which party's primary the voter is participating in on the outside of the ballot envelope? How long has this been going on? (since 2020). Is it on any other election ballots? (No). What genius thought this was a good idea? (The Dems of course, but both parties take advantage of it). Can it be changed? (Yes)
