ATV's stampeding thousands of elk on the National Elk Refuge.

We witnessed what looks to be federal employees stampeding thousands of elk on the heels of one of the worst winters in recent history in the heat of the day. With hundreds of dead elk all over the refuge, seems better practices could be implemented? This coming a month after Legislation was passed (HBO123) to prohibit non-residents from participating in the May 1st shed hunting opener west of the Great Divide in Wyoming, claiming non-residents were putting too much pressure on struggling big game herds while shed hunting. Seems the Legislation passed was less about stressing out big game, and more about a few local shed hunters being greedy?
