Are cover crops a better water conservation tool than land fallow?

In Jay Young's experience, growing a spring cover crop ahead of planting wheat provided more moisture than a summer fallow.

This is due to the fact that a cover crop with living roots actually allows water to infiltrate into the soil instead of running off.

Plus, the residue leftover from the terminated cover crop protects the soil from the harsh sun that can quickly evaporate any moisture in the soil.

This protection also creates a hospitable environment for important soil microbiology and fungi that work with plants to access water more efficiently.
