$400 PER WEEK UNEMPLOYMENT – EXECUTIVE ORDER (WHEN WILL IT START?)

Over the weekend President Donald Trump issued an execute order and three memorandums to distribute provisions to the American people. These included additional assistance for unemployment benefits, Payroll tax deferral, assistance to renters and homeowners and student loan payment relief.

This comes after congress was unable to agree upon a relief bill to distribute needed provisions to Americans. After several weeks of negotiations last Friday, they announced there were no agreements despite several provisions expiring from the Cares Act, as a result President Trump issued his executive orders the following day.

One of the expiring provisions was the FPUC $600 per week boost to unemployment benefits. Tens of millions of Americans have seen their unemployment benefits reduced since the expiration of this provision.

The executive order addressing this known as the Lost wage’s assistance program provides an additional $400 per week on top of unemployment benefits. $300 would come from reallocated federal funds from the DRF (disaster relief funds) and $100 from states from the CRF provided federal funds to states.

Immediately the legality of this executive memorandum was questioned. It was stated that the president didn’t have the legal authority to issue new funding this needs to be an act of congress. He responded that he was reallocating funds, not issuing new funds and if members of congress would like to challenge him, they may do so however if they did, they were evil for stopping him in his attempt to assist those in need.

Although it was anticipated that the executive memorandum would be challenged, it wasn’t as congress did not want to appear bad for stopping the memorandum yet not having an agreement to suggest in its place. When Nancy Pelosi was asked if negotiations would resume, she said, “We have to” and Steve Mnuchin said he was ready to resume as well, and both mentioned their new flexibility in agreements Monday although official negotiations are yet to start.
Democrats are saying the new memorandum proposed by the president is complicated and will have trouble starting and will take weeks if not months to implement. When Treasury Secretary Steve Mnuchin and Economic advisor Larry Kudlow were asked how long it would take, they said a couple weeks. When Vice President Mike Pence was asked, he said it will start immediately. And funds will be distributed retroactively.

During an interview today White House Economic Advisor Larry Kudlow said if a state gives $100 per week, they will qualify for $300 per week federal aid. When asked what if states can’t afford to pay the extra $100 per week he said the states will do it, they were doing it before and that the white house has modified slightly the mechanics of the deal to help states and if state want to be more generous they can do so. Many states are saying they cannot afford to implement the executive memorandum.

Another concern would be those left out. Not everyone who qualified for FPUC benefits qualifies for the Executive Memorandum. Only those who collect $100 or more from UI or PUA would qualify to receive the additional $400 weekly boost.

Critics of the memorandum are stating funds won’t last long and according to the memorandum $44 billion will be distributed from the DRF which should allow it to be funded anywhere from 1 to 2 months maximum.

However as mentioned this congress is ready to restart negotiations and hopefully will use this time to further progress toward a relief bill so provisions can be provided from congress.
