5 Villains that Should be in the WB Games Montreal Batman Arkham Game

WB Games Montreal is reportedly making a Batman Arkham Court of Owls video game. Some "Leaks" have called this Batman Arkham Court, but that title has not been confirmed. Regardless, I recently covered why I believe the Joker should not be in the WB Games Montreal Batman game. This game should focus on the Court of Owls. There are also a lot of other side villains who should get shown some love in the game, so that the Arkham series can branch out from just its few cornerstone villains into the more obscure Batman and DC Comics villains.
