Police should investigate the alleged cash-for-honours scandal involving Prince Charles’s charity “without favour or fear” and interview the heir to the throne if it is appropriate, according to a former MP who called for the probe.Norman Baker, a former Liberal Democrat minister who wrote to Scotland Yard last year calling for an investigation, said he believed it was “inconceivable” that the Prince of Wales was unaware of the situation involving a former confidant, a billionaire benefactor and The Prince’s Foundation.The Prince has not been approached by officers for interview but Clarence House said he would be happy to help with the investigation.On Thursday, he hosted the awards ceremony for the Queen’s Anniversary Prizes for higher and further education, alongside with the Princess Royal, at St James’s Palace, following recovery after his second bout of Covid-19.Michael Fawcett, Charles’s former valet, who resigned as chief executive of The Prince’s Foundation in November, has been accused of promising to help Saudi billionaire Mahfouz Marei Mubarak bin Mahfouz gain British citizenship and upgrade his honorary CBE to a knighthood.Dr Mahfouz, who was reportedly presented with the CBE by Prince Charles at a private Buckingham Palace ceremony in November 2016, has denied any wrongdoing.Clarence House insisted Prince Charles had no knowledge of the alleged cash-for-honours.So far, Scotland Yard has contacted individuals believed to hold relevant information, but there have been no arrests or interviews under caution.Mr Baker, author of What the Royal Family Don’t Want You to Know, said police should pursue their investigation “without favour or fear and interview whoever is appropriate without worrying who they are”.He added: “It’s inconceivable for me personally that Prince Charles isn’t aware of what’s going on. And therefore I think it would be logical for the police to speak to Prince Charles, but they will make their own professional assessment.“I think it’s very important that the police are investigating this because there are other issues to do with the honours system… There’s a large correlation between people who receive honours and those who donate to political parties.“If he’s called for interview, I don’t think there will be any damage at all, I think it’s more damaging if police conclude he was knowledgeable.”Asked whether Prince Charles needed to overhaul his top team as he prepares for his reign, Mr Baker responded: “I think Charles needs to overhaul himself.”However, a prominent lawyer with personal experience of the honours system believes Prince Charles will not be questioned by the Metropolitan Police because he has no involvement in the case.Mark Stephens, a partner at law firm Howard Kennedy who himself is a CBE and has nominated individuals for honours, said: “It may have been that Fawcett behaved inappropriately, but Prince Charles has obviously nothing to do with this.“He has no relevant evidence to give. He will not be called [for interview]. Full stop.”Mr Stephens added: “I think it needs to be explained that the common misbelief that you can, through some chummy network, be conferred with an honour is just arrant nonsense. They are done by anonymous scoring and have to be evidence-based.“They’re not investigating Charles… they’re investigating Fawcett and they’re investigating the charity of which he is the titular president and has no role.”Meanwhile, Jonathan Dimbleby, who wrote the Prince of Wales’s authorised biography, told BBC Radio 4’s Today programme it was “extraordinarily unlikely” Charles knew of the allegations.In September, anti-monarchy group Republic contacted Scotland Yard and reported both Prince Charles and Mr Fawcett on suspicion of breaching the Honours (Prevention of Abuses) Act 1925.This issue, along with the controversy surrounding Prince Andrew and the civil sex assault case, has led to questions about the Royal Family’s position.
