3rd gen Dodge Ram Cummins low rail pressure problem fix

I had low rail pressure at wot and the engine was running rough sometimes at idle ... !
What I first did to find the issue was :
- New fuel filter
- Re-torque the injector feed tubes to 44ft.lbs
- Test the fuel lift pump pressure
- changed the rail pressure overflow valve...
all this didn’t help

It turns out that the fca “ fuel control actuator “ on the cp3 was the problem.
