Harugumo - Still a Beast (New Commander Build)

I took advantage of the free commander skill reset opportunity that submarines brought us to change up my commander build on the Harugumo. (And a few others. Running this same build on my Marceau now, for example. Also, by the time you see this, the free commander resets will likely be over, sadly!) I am pretty happy with the results. Ended up topping the scoreboard with 2213 Base XP. Putting the Radio Location skill on a gunboat really helped me to know where the closest torpedo threat was, so I could angle accordingly and avoid getting blapped by torpedoes. Harugumo does not handle particularly well. Like moving from Fletcher to Gearing in the U.S. DD line, it's a pretty big difference from Kitakaze to Harugumo.
