The head of the Northern Territory's Health Department says he is moving to try to address concerns raised by nurses that Royal Darwin Hospital's emergency department is unsafe, because it's running dangerously over capacity, and too many patients are violent.

The nurses' union says it fears either a patient will die waiting for treatment, or a member of staff will be killed, if the twin problems are not dealt with. Jane Bardon has this report for ABC News Northern Territory.
