WOTB | IS TIER X REALLY THE PINNACLE OF BLITZ?

Almost every game that I know has progressively harder levels that you unlock once you have successfully negotiated the previous level, eventually leading you to the top level - allowing you to wallow in your own achievement. Thing is does Blitz really have this concept or is Blitz a game that allows you to literally jump into the top levels without bothering with the lower ones?
