Located in the heart of the free world, on Capitol Hill in Washington, DC, we, the representatives of national liberation, regional, and anti-colonial movements, still occupied by Moscovia – the last colonial Empire in Europe, together with our friends, representatives of free nations, declare:

1. The so-called "Russian Federation" is transforming itself from an authoritarian-repressive state into a classic totalitarian one. Given that non-violent civilian methods of resistance have become obsolete, coercive actions to overthrow the regime remain as the only option.
We therefore call on supporters of freedom and independence to coordinate with each other, in particular with regards to guerilla activities and acts of sabotage, by setting in motion the Rebel and Liberation Armies in the territories of captive nations and colonial regions still occupied by the Kremlin (Bashkortostan, Sakha, Ingria, Tatarstan, Circassia, Siberia, Oirat-Kalmykia, Buryatia, Karelia, Ingushetia, Kuban, Smalandia, Komi, Chuvashia, Pskov, Tuva, Ural, Khakassia, Pomorye, Altai, Don, Udmurtia, Novgorod, Kamchatka, and others).

2. It is urgently necessary to change our approach to the so-called "Russian Federation", the military criminals and terrorists who have been leading it for more than 20 years – they have long lost their legitimacy.
Aggressive wars, acts of terrorism, and genocide against Ichkeria, Sakartvelo (Georgia), Syria, and Ukraine, as well as the classical colonial exploitation of the "federal" regions by Moscow, require a sober, decisive, and proactive approach – a radical change in policy towards the Kremlin, including its absolute political, diplomatic, and cultural ostracism, as well as a total economic and trade embargo.
What is absolutely necessary is to abandon attempts at “appeasement” towards these murderers, to refuse to recognize any "zones of Moscow's legitimate influence", to free ourselves from narratives imposed by Kremlin propaganda about "a unified and indivisible Russia", and to categorically reject any tendency towards complacency within the context of "de-escalation theory" or the next round of “normalizations”, “détentes”, “resets” etc.
We therefore call for maximally pro-active cooperation within the framework of a coalition of National Liberation Movements still "inside" the so-called "Russian Federation" and neighboring states located "outside" of it along the entire perimeter of its modern land and sea borders.
The de-occupation of lands captured by imperial Moscow from Crimea to Karafuto, as well as the transformation of the terrorist state into 41 independent post-Russian states, is the only way towards a lasting peace and a new global security architecture.

3. What we ask from our partners among NATO and EU countries is Representation: interaction(and parity) not only with those who hold a Moscow-centric view and are zealously devoted to the concept of "a unified and indivisible Russia", but also with national & regional liberation movements – i.e., proponents of complete decolonization and independence from Moscow.
We urge you to conduct an audit of the effectiveness and true motivation of projects, people, and organizations that have been supported for years, financially and otherwise, by institutions and foundations of the free world. Unfortunately, there are many signs that the taxpayers' money from NATO and EU countries is not being used to fight the Kremlin's imperial regime but, on the contrary, is utilized to promote its interests, to strengthen the power of the Chekists, to cement the Kremlin's monopoly, and to eliminate all independent alternatives.
A significant portion of the so-called Moscow (pseudo)liberal (pseudo)opposition is still fully or at least significantly controlled by the Kremlin's security services or was even directly created by them as an element of soft power to exert influence with the aim of discrediting the very idea of fighting against the war criminals and terrorists of Moscovia-Russia, and neutralizing any independent organizations and movements not controlled by the Russian security services.

4. Any real and substantial changes within the territory of the modern day so-called "Russian Federation" are impossible without its complete and unconditional defeat in the insane war of aggression that it unleashed against Ukraine.
