After the fall of Dhaka 1971 zulfiqar Ali Bhutto came back to Pakistan and become the chief marshal administrator than president of Pakistan . After the month of Bhutto's tenure the police of two provinces Punjab and NWFP demanded the increase in salaries . Bhutto government refused to increase in salaries . The police man started protesting in different cities across Pakistan . President zulfikar Ali Bhutto ordered the pak army to control the protests . Then Commander in Chief of Pakistan army refused to implement on Bhutto's order . Bhutto also ordered Pakistan Air Force to organise fake flights on the Faisalabad to create deterrence among protesters . Then Chief of Pakistan Air Force Air Marshal Rahim Khan also refused to do so . Bhutto called both military Chief in president house and asked for the resignations .
