The Panchayats (Extension to Scheduled Areas) Act, 1996 (PESA) applies to the Scheduled Areas of Jharkhand under the Fifth Schedule of the Constitution. Under PESA, Gram Sabhas have authority over minor forest produce, land alienation, village markets, natural resources, and local development plans, in accordance with tribal customs and traditions. In Jharkhand, PESA is crucial due to the large Adivasi population, though its implementation has remained weak and uneven, limiting true grassroots autonomy.
