GTA San Andreas Vigilante Mission - using an Enforcer
This is a complete run of the Vigilante Mission for Grand Theft Auto: San Andres.
NO CHEATS and no mods were used.
This is a completely legitimate game.
PC Version 2.0
This video is not part of the Minimal Skills Challenge. I uploaded it to this YouTube channel to help boost the total video views, which are very low. I will be making more Minimal Skills videos soon.
I reached Level 13 and passed the mission.
Technically speaking, it's impossible to ever "Pass" the Vigilante Mission... one of only four things can happen:
1) You run out of time and "Fail" the mission.
2) You stop the mission yourself.
3) You get Wasted or Busted.
4) You leave your Law-Enforcement vehicle for more than 60 seconds.
You'll never see the message "MISSION PASSED" ever.
As long as you've completed Level 12, then you've passed the Vigilante Mission regardless of what messages pop up on the screen.
I used the exact same Enforcer for the entire mission.
For every level increase of the Vigilante Mission (including Brown Thunder) your vehicle becomes "hardened" and less prone to damage than the previous level, so it can withstand a great deal of punishment.
Every level increase also "refreshes" the vehicle by taking away most of the damage that was incurred from the previous level, making it a little stronger.

Here are the details:
Before the video I went ahead and started a brand new game. I went around and collected free weapons over and over again until the ammo totals were over 2,000. I only collected weapons that could be found in Los Santos. I also triggered a 4-Star Wanted Level in order to obtain a Police Enforcer. I also collected a Police Ranger from the countryside, an HPV-1000, and a regular Police car. I also killed several drug dealers in order to purchase the Safe house in Verdant Bluffs for $10,000. I stored all four vehicles inside the garage at that Safe house; that way I could choose which vehicle that I wanted to use for the Vigilante Missions.
At the start of the video, CJ has no weapon skills at all; his skills improved as the mission progressed.
The highest I've ever gotten using the exact same Police Car is Level 82.
