The Terrorcons, led by Scourge, include characters like Battletrap, Nightbird, Transit, and a group of insectoid-esque Terrocons called Freezer.

"Transformers: Rise of the Beasts" draws inspiration from the animated TV series "Beast Wars" that aired from 1996 to 1999. Director Steven Caple Jr., a fan of the show, aims to capture the emotion and human-robot bond, much like the original series. The film introduces new robot tribes to refresh the ongoing battle between Autobots and Decepticons. The Predacons and Terrorcons join the Decepticons as new factions, while the Maximals become a new tribe of heroes. "Transformers: Rise of the Beasts" continues from the events of "Bumblebee" and reunites the Autobots after Bee's mission to bring them together. The setting in 1994 was chosen to progress the story and avoid conflicting with the timeline of the previous "Transformers" films.
