Should Max Verstappen have given the place back to Charles Leclerc?

Turn 1 at the Las Vegas GP was a hectic one, with Max and Charles going wheel to wheel and more chaos further back. Max was handed a 5 second penalty but Charles feels he should have given the position back as it was an unfair overtake? What do you think?
