This is the full OP of the great 1998-1999 Anime OVA "Queen Emeraldas".
The signer name is Tamami Matsumoto and the song itself it is called "Queen Emeraldas".
The song has a great significance in the "Lejiverse" (this is how the anime universe created by Leiji Matsumoto it is called. FYI, he is a great Japanese Mangaka, known for his works on Captain Harlock, Space Battleship Yamato, Galaxy Express 999 and Queen Millennia) because it is the only indication and full given related info, about the the real reasons behind Emeralda's eternal voyage.

I made this AMV using various parts from the whole 4 part OVA.
