Hailed for its containment model by the Health Ministry in April, four months into the pandemic Agra's Covid-19 death rate is higher than Delhi and twice that of Uttar Pradesh. Despite random pool sampling, an elaborate containment model, no community spread and only 103 active cases on 27 June, the Taj Mahal city's Covid-19 death rate is more than 7 per cent.
