I walk Soho, Manhattan during Halloween Eve 2020. It was the first day that retailers were allowed to sell on the sidewalk in front of their property. However, I did not notice any retail activity on the sidewalks. I noticed several stores in Soho starting to board up their storefronts for the potential of civil unrest, which was alarming to see happen again since the height of the Black Lives Matter movement in May and June 2020.
