Dateline Philippines: Philippine Senator Risa Hontiveros says the Philippine government injured Filipino manufacturers and laborers when it gave preferential treatment to Pharmally to produce medical supplies local firms were capable of providing at a lower cost. Hontiveros stresses that the Bayanihan laws required government to give preference to Filipino manufactures. She adds the president cannot simply remove legal requirements in its procurement deals.
