I think very little of this driver because either he or the owner of the vehicle refused to nominate him as the driver and so I'd consider him a coward. Plus I believe he was charged with two offences, one for passing the keep left sign, and the other for no insurance or something similar? I'm only guessing. In the end the owner/driver (who might not be this erudite chap) was prosecuted for failure to nominate and that got 6 penalty points and an £826 fine+costs.
