Los Angeles Mayor Karen Bass delivers her first State of the City address at City Hall, where she is expected to discuss homelessness, public safety and the city budget. The LAPD hosted an event etching vehicle ID numbers into catalytic converters in an effort to prevent thefts. And the Broadway production of “The Phantom of the Opera” ended its run this weekend with a final curtain call Sunday night. A former music director for the London production of the musical speaks on its global influence.
