VE Pump Bad Fuel Shutoff Solenoid

This is my 4.5L Cummins 4BT and I have an interesting thing that occurred after I got it running properly. The only modifications to the VE pump is a 3600 rpm spring and small adjustments to the idle.

The audio is pretty loud when I started the video so sorry about that. But I was basically saying that the engine was running with the fuel shut off solenoid NOT receiving 12v which means it should not have any fuel being supplied to the injection pump. Later in the video, I hooked up the 12v and you could hear the engine begin to race. I bought some crowsfoot wrenches in an effort to remove the fuel shut off solenoid so I will post results later.
